We study the one-warehouse multi-retailer problem under deterministic dynamic demand and concave batch order costs, where order batches have an identical capacity and the order cost function for each facility is concave within the batch. Under appropriate assumptions on holding cost structure, we obtain lower bounds via a decomposition that splits the two-echelon problem into single-facility subproblems, then propose approximation algorithms by judiciously recombining the subproblem solutions. For piecewise linear concave batch order costs with a constant number of slopes we obtain a constant-factor approximation, while for general concave batch costs we propose an approximation within a logarithmic factor of optimality. We also extend some results to subadditive order and/or holding costs.  相似文献

Scholars have widely adopted the view that the behaviour of the Tunisian military during the ‘Arab Spring’ constitutes a positive case of military defection. This paper argues that, contrary to this dominant interpretation, the military remained loyal to the authoritarian civilian leadership throughout the protests as it had repeatedly done in the past. Defection occurred, however, within the Police and the National Guard, which are mistakenly portrayed as having been loyal to Ben Ali. The paper shows that scholars have sought to explain exactly the opposite of what actually happened and, thus, it questions their conclusions regarding civil-military relations in Tunisia.  相似文献

We present a time decomposition for inventory routing problems. The methodology is based on valuing inventory with a concave piecewise linear function and then combining solutions to single‐period subproblems using dynamic programming techniques. Computational experiments show that the resulting value function accurately captures the inventory's value, and solving the multiperiod problem as a sequence of single‐period subproblems drastically decreases computational time without sacrificing solution quality. © 2010 Wiley Periodicals, Inc. The Islamic Movement of Uzbekistan (IMU) is a Central Asian terrorist organization that has carried out series of attacks in countries like Uzbekistan, Kyrgyzstan and Tajikistan for years. With the ultimate goal of creating a Central Asian Caliphate, the IMU, even in its current weak state, is a regional threat. A military solution to this problem appears to be the likely answer. Regional powers like the Russian Federation and China should be militarily involved in Uzbekistan, along with Uzbek and neighboring forces in order to defeat the IMU militarily. This will promote greater integration among these countries and eliminate a violent organization which could become a destabilizing factor if not dealt with.  相似文献

After decades of fighting, the secessionist war between the government of Sri Lanka and the secessionist movement known as the Tamil Tigers of Eelam continues. Military operations have failed to achieve a decisive victory over the other side. This article aims to prove that the Sri Lankan civil war should be regarded as a war of attrition, as military actions have failed, and possibly will continue to fail, to produce a victor.  相似文献

In June 2016, the Colombian Government and the FARC insurgent movement signed a ceasefire agreement, which brings the two sides one step closer to putting an end to over five decades of war. Unfortunately, Latin America has a rich history of insurgent movements, particularly during the cold war era, some of which continue to operate today. Most of these movements disappeared due to military operations, though some did so via peace negotiations. This essay aims to discuss the various ends of Latin American insurgencies to answer whether, indeed, insurgents can be negotiated with.  相似文献

Peru has battled two major insurgent movements since 1980. Around 25,000 Peruvians have died in this war between the government against the Shining Path and the MRTA. The Peruvian military has been incapable of achieving total victory after several major operations and the capture of just about every major rebel leader. Even worse, after a few years of almost no activity, Shining Path seems to be re-emerging. The last remaining members of this insurgent group have made alliances with foreign terrorist groups, used drug traffic to fund their fight and sweet talked people who are very disappointed and mad at the current Toledo administration, to gain more supporters. Major changes have to occur to prevent both groups from becoming threats to national security and society as a whole, taking the country back to times when around half of the nation was declared to be under terrorist control. The defense budget must be increased to open new bases, buy new equipment and train soldiers better to fight the insurgents more effectively. At the same time, major social changes need to occur; Toledo and his government must gain the trust and sympathy of Peruvians again by working for and with them.  相似文献

South America has gained international media attention due to its ongoing arms race, with politicians and analysts warning about the possibility of war. Nevertheless, since the Chaco War in the 1930s, the region has seldom faced major inter-state wars, all of which have been short-lived and with relatively few casualties. This article will discuss in greater detail the ongoing arms race in South America, portraying it as a race ‘of levels’, with not all countries carrying out massive weaponry purchases. Finally, I will discuss regional geopolitics, geosecurity and integration as part of an analysis regarding the unlikelihood of war.  相似文献

ABSTRACT

In the decades following independence from Spain, ‘civil wars’ ravaged the newly established polities in South America. Former vice-regal capitals inherited a larger portion of the colonial administration and had larger economic resources and a hegemonic project they were able to have permanent and professional armed forces, capable of leading the offensive and giving battle following the European rules of military art. The central hypothesis of this work is that there is a necessary relationship between the shape of these asymmetrical conflicts, their outcome and the political territorial configuration of each country in post-revolutionary Spanish America. When permanent armies took over from local militias, the capital kept the integrity of its territories and there was a tendency towards political centralization. When this did not happen and the militias managed to find a way to defeat their centralizing enemies, the local powers had an opportunity to renegotiate their participation in the political body, and sought to maintain their independence, which was manifest in federal agreements, otherwise a process of territorial fragmentation began. More than a difference between regular and irregular forces there was one between intermittent, and permanent mobilization.  相似文献

ABSTRACT

Though it is legally permissible to kill combatants in war, unless they are rendered hors de combat, the existence of “Naked Soldiers” raises an important moral question: should combatants kill vulnerable enemy combatants or show mercy towards them? Most philosophers who address this question argue that it is morally permissible to kill the Naked Soldier given the extended notion of self-defense during war. They ground their arguments in a form of collectivism. In this article, I use Larry May’s argument. He offers an approach that extends the principle of discrimination that would apply also to combatants. Instead of assuming all combatants are de facto dangerous, this approach would allow for nuance in targeting the enemy and showing mercy when enemy combatants clearly pose no danger, in other words, when they are Naked Soldiers. I defend this view against two criticisms: Noam Zohar’s view of armies as complex collectives and Stephen Deakin’s view that a policy that spares Naked Soldiers would be open to abuse. I argue that it is not only morally suspect to kill Naked Soldiers, but also it is within the spirit of both international laws governing war and the just war tradition to offer mercy whenever possible.  相似文献
